China Propylene Climbs 9% in a Week as PDH Shutdowns and a Record Propane Bill Drain Spot Supply

Market Pulse Scope's China propylene series closed at CNY 12,001 per tonne on October 30, a 9.1% weekly gain, as propylene dehydrogenation units shut and imported propane costs hit a decade high.

Market Pulse Scope's China propylene benchmark settled at CNY 12,001 per tonne on October 30, a gain of 9.09% over the week and one of the largest moves on the platform this month. Industry assessments published the same week put the national average at CNY 11,467 per tonne on October 29, up 5.71% in a single session and 19.21% on the month, with the year-earlier comparison close to double. Shandong cargoes, the deepest and most liquid part of the market, closed at CNY 11,700 to 11,750 per tonne for an average of CNY 11,725, a one-day jump of CNY 675. The physical premium over the futures board widened as cargo availability thinned, a sign that the rally is being set by spot scarcity rather than paper positioning.

Supply is the first cause. The industry operating rate has fallen to roughly 72% as propane dehydrogenation units are taken out and coal-to-olefins plants cut rates. Hebei Haiwei's 500,000 tonne-per-year unit is shut with restart undetermined, Bohua's 600,000 tonne unit is scheduled for a stop, Zhenhua has postponed its restart and Jinneng faces maintenance. Plant inventories sit at low levels and external sales volumes have shrunk, so a thin merchant pool turns modest buying into outsized prints.

Costs are the second. Propylene is produced from naphtha, imported propane and methanol, and all three legs have moved up together. Brent crude pushed back above USD 110 a barrel in late October after a tanker was set on fire in the Strait of Hormuz, lifting naphtha. November contract prices for imported LPG were settled with propane up USD 40 at USD 720 per tonne and butane up USD 50 at USD 780 per tonne, putting delivered propane costs near CNY 7,821 per tonne. Imported propane has traded at its highest in roughly a decade, which has pushed PDH margins back into negative territory after a brief recovery in the first half.

The risk is downstream. Polypropylene powder is losing CNY 200 to 300 per tonne, propylene oxide margins have fallen to minus CNY 621 per tonne, and acrylonitrile losses briefly exceeded CNY 2,200 per tonne. Market Pulse Scope's own chain data show polypropylene raffia up 6.99% on the week at CNY 11,483 per tonne, acrylonitrile up 6.27% at CNY 11,583, propylene oxide up 6.19% at CNY 12,000 and butadiene up 7.20% at CNY 14,400, all chasing the same feedstock. If that negative feedback holds, run cuts rather than demand will be what ends the rally.
